Some crazy shit happened the other day. I just woke up and I’m getting coffee at a counter, asocial mood, headphones in,bundled up for winter weather, back facing the rest of the store and all of a sudden this absolutely stunning girl quickly comes up to me, reaches over to grab something in front of me, looks straight in my eyes and smiles. I was startled and I say “hey how are you” she says “good how are you” pretty basic but the way she acted and her voice tone told me it was on.. she pays at the counter and I’m behind her and run out while she’s getting in her car. She’s smiling with her mouth wide open the whole time and the first thing she says is “do you come here a lot? I can’t believe I’ve never seen you before” she asks where we live she puts her # in my phone the whole interaction was phenomenal. We both leave for work and I text her when I get home. Starts off good.. quickly dissipated and I get left on read when I go for the date. I run into her today (2 days later) she apologizes for not answering and says she’s been busy. Convo is ok and at one point I suggests meeting at the bar next door that night. Too busy. Another night this week. Too busy. I tell her to Hmu when she figures it out. That interaction was meh.. they keep happening in the morning before coffee and before work and I’ve been walking on eggshells prior to this because I keep blowing amazing interactions with texting. Like 12 in a row that should be layups

I appreciate the help, I’m on the way to do cold approach right now. I must say I do find it offensive though when guys who were not in the interaction say what did and didn’t happen.. as if I can’t tell when a girl is coming on to me. I started to walk up to her outside and her mouth was hanging open smiling. Her first words were “Do you come here a lot, I CAN’T BELIEVE I’VE NEVER SEEN YOU BEFORE WHERE DO YOU LIVE” she knew what was happening before I even said anything, she asked how old I was, she told me where she worked without me asking, from the second I saw her through til the time I ended the interaction she had a big cheesing smile on her face. I’m not making this shit up. I was genuinely annoyed that this happened when it did before I re-engaged her because I was not in the mood to approach.

None of us were there except you so we can't say for sure what happened, but based on these comments and the description you've gave so far, it's clear that you're a lot more invested in her than she is in you. Give her space, be friendly when you see her in person, and send an occasional text here and there with the suggestions the other guys gave you. Maybe it will lead to something, maybe it won't, but you can't let it show that it bothers you. If she is showing some more investment over time, try to soft close a date again. If she pushes back again, you can say "if you're too nervous I'd understand." If this back and forth goes on for a month+, you can shoot a "hey, we're both busy, I get that. But I'm sure we could both find a few hours to hang out if we wanted to" Again, no guarantee this will lead to anything but the less you invest, the more she might.
Edit: also if you want to play more of a long game with her, try to get her snap or insta and show on your social medias that you're living an interesting life, it will mark up your sexual mating value and she might show more interest down the line.

I’ve had this happen one other time.. same place months ago where a girl gave me heavy ioiS and the same exact thing happened when I came up to then as far as facial expression (doe eyes, open mouth smile, teeth showing and their mouth stays open the whole time with their head tilted back, laughing at literally everything you say and offering total compliance and the whole interaction is smooth) they know in that case that you are socially calibrated to iois and don’t even need to be opened because the interaction has already been started by them. Only two times that has ever happened and the reaction was identical
