I'm approaching girls in Eastern Europe (Warsaw). I've tried 10 girls whilst being here, more or less. I'd say 7 of the ones I've approached either pretended not to — or did not — speak English. Usually my sets went like this: I opened with a mild compliment, and they basically said «Nie mówię po Angielsku» (meaning they don't speak English). After that I tried my canned material and google translate. At some point, all of the subjects in question clearly understood what my business was, and usually tried to close down my set by insisting that they didn't know any English. Assume now that I don't want to give them this escape. One option is to open with «How good is your English?», before moving into the mild compliment. Can you think of a better tactic?
