I think " she stopped things before sex saying she wasn’t “mentally ready” " is a good clue - in her mind, sex is basically guaranteed if she agrees, so she's nervous/flaky. She may have also had a bad time previously saying no(dunno if this is the traumatic thing)

Schedule a date that's non-sexy/plausibly deniable but logistically close to your house, then go from there.
