When she last minute flaked on you, I wouldn't have been so quick to accept this, you always wanna say something like: "Breaking my heart (girl name), Oh. Damn, or I understand. Then, allow room for the girl to offer the reschedule. Lastly, you're coming off too eager to meet on the last exchange and don't even have a plan, just "wanna do something when you're back." as it is now, I wouldn't even text her, let her text you back even if it takes 4-5 days, and by then actually have a plan for the date (something simple, drinks at a bar). and just tell her you've made plans for us or something demonstrating we frame and you actually have a plan for this date, and let her ask so you can slowly trickle info on the date one piece at a time, getting her to say yes to each part. Like she says "Ooo, what's this date" You say "Well, have you been to "Biaggi's?" she may say "No, what's that?" then you could say "It's an Italian spot, we'll split a bottle of wine there." she may then say "Ooo, I like that, can we do a dry sweet wine?" you could flirt back with "if you wear the top from the profile pic ;)"
