I live in an area, there’s 5 colleges within 15 minutes of me. I get a lot of girls who aren’t 21 yet. I don’t really feel comfortable inviting them over wine, because, as a way to protect myself. (He got me drunk and fucked me, etc). My new apartment doesn’t have a balcony or anything.
What are some other ways to pitch a girl coming over without alcohol?

I can understand your concern.
Proper sexualization beforehand will make the wine irrelevant, the wine in general is just a excuse for the girl to come over as well as getting drunk, so she is not a slut, a good old ''Netflix and chill'' could work in your situation as well.
I also like to jokingly say ''How about we split some bubbly water at my place ?''

Video games, weed, tea, watch a movie and so on. younger girls will be more down to do stuff like that anyway
