So I moved this girl to text about a week and a half ago. She started off responding recently, but starting about last Wednesday, she’s been low response. Even though she agreed to talk to me on the phone and do a first date. We didn’t chat on the phone yet. What do I follow up with?

the problem is that you made yourself too available for this girl and she doesn't value your time. i would respond with "are you actually interested in meeting up still"
