Well the buildup was good IMO.
I don't see any mistakes really. She seemed to be down one day before so it just shows how quickly she changes her mind which is kind of a red flag, specially given she didn't try to reschedule or at least hint at it.
Some girls are time wasters (many of them actually) but some persistence can come a long way. Just be cool and be playful in your texting, avoid any butthurt vibes, then try again. If she flakes again and doesn't seem to make up for it, just next her

To be honest you setting up logistics could’ve been a bit better. But that’s how you learn & get better. Next time make sure she definitely agrees to the idea of meeting up.
Just be cool about it & say “no worries I want you on your A game”

Sorry I missed a screenshot but we did agree to meet at 9.
