Tinder does have a limit if you don't pay for it. So either she doesn't use it enough to get to the limit (if she doesn't pay for it) or she does pay for it. I think it just had to deal with the fact that what you messaged after her response didn't grab her interest. If she's hot she probably has plenty of guys hitting her up so if your message doesn't stand out from the pack than why bother.
