I met this chick originally at school and then we matched on tinder. Eventually, I got her number and we’ve been texting for a month now. She has stated that she wants to hang, but hasn’t followed through. She has been really busy and has given me legitimate excuses, but I want to know if I should move on. Dude, texting for a month without a date is way too much, like for real. She's taking you for granted.
Keeping that in mind, I personally think the best approach would be to say "Look I get it, we both have busy lives right now, but I'm sure we could find a couple of hours if we wanted to".
If she doesn't comply with it, just say "I see, no problem, another time". And LEAVE IT AT THAT.
Then, hit her up again in at least 10 days if she doesn't reach out first. And this time don't lose time, stablish some short, fun lighthearted conversation (like after 3 messages) and soft, then hard close.

I would move on. as a side note, there was some pretty bad text game here. you used a lot of the takewawys incorrectly or at the wrong time. for example, after you asked her about sunday night you literally only waited 7 hours before sending a takeaway that should only be used as a last resort.
