I think she's saying she has you to text whenever she'd like to get ice-cream. Hard to tell if its negative or positive. Already kinda blew it with your "huh" response. Its hard to try to move forward, not even sure if she'd respond to it. Try "You seem... interesting" or just call it out, can't hurt to do so "Got me anytime to reach?"

Shes basically saying she got you wrapped around her finger at anytime she wants you because your first message was asking her out to ice cream
