I've taken women 18-20 to venues that I know dont check(usually restaurant bar types), as long as I was the one ordering and the women doesn't look that young its usually fine, if anything, she can just say she forgot her ID and you bounce to another joint or your place

yeah I find if you dont pay, things might get awkward or she might think you're cheap or broke. Overall it can be an obstacle so I just pay. I value my time/hours(texting, getting ready, showing up, etc) way more than $10 or $20, My dates especially first are usually cheap, just drinks/boba or ice cream.
I do have ways to not pay that are kinda smooth but rather not risk wasting my time and blowing the set.
