No, last time I was in Russia Tinder was not around yet. However, I have been in major cities in Poland and bet it is very similar. The best approach is to keep it very low key in terms of how sexual you go. Avoid being to blatant (girls have strong anti-slut defense) and give girls an socially accepted excuse "coming over to split a bottle of wine" .

it depends on the girl. I would at first try to invite the girl straight over to split the bottle of wine . If, they want to meet in public first than pick a low key bar that is withing walking distance to your place. Don't be afraid to touch the girl, but in terms of the make out feel out the vibe, Sometimes, it might be better to just build sexual tension at the bar and save the kiss for when you outside or back at your place.
