Is there a way to filter out potential flakes? I know it's impossible to remove it entirely, but I get flaked on so regularly that I find I have to double or triple-book myself when going out to the bars or even just for late-night plans.

Build investment. Create a narrative. Be fun. Show intent. She needs to know meeting up with you is better than watching Netflix.

Think about it this way:
Show intent: When you’re talking to her, is your conversation similar to the ones she’d have with her coworker? A stranger or her cousin? If yes, you’re not showing intent (that you and her will be fucking at some point). You show intent by being ballsy, creating sexual tension etc.
Create a narrative: You have now showed intent, but what makes you different than 154837272 other guys? Your narrative with her. It’s a unique story she can tell her friends. You create that by showing value, relevance, being spontaneous , adventurous, and creating a fun experience/story between you and the girl.
If you do these things, you’ll get her to invest and not only she won’t flake, she will be chasing you if she finds you attractive
