If you already have a Tinder profile up that has been live for several months like mine has, with sub-par photos but you know now (from Alex's great wisdom on what makes a great photos) they could be improved with better ones, will the Tinder algorithm recognise you now have upgraded your profile pics with better ones and boost you up the SMV charts, or are you pegged at the same SMV based on your intial profile upload, regardless on weather you later swap them out for better pictures?

Yeah man, Tinder will calibrate once you update your pics. It might take a few days but it will happen

So when would you say a reset is necessary, under what circumstances?

It's honestly rarely ever necessary. Maybe, if you've had Tinder for a while and you updated your photos radically and some time has past and you feel like Tinder is not recalibrating or something like that. But I think the majority of times when people do resets it's necessary
